Why? Because in filmmaking each shot has to be relit separately, and that takes time. So rather than pay their expensive actress to wait around while the lighting guys spend an hour lighting her ass, they send her home for the rest of the day and pay a stand-in much less to do it. If the actress has any pull at all (meaning any B+ actress) they will have a clause in their contract that they will never have to do any closeup shots (because that means they will just have to wait around on set wasting their time to get a shot they technically are not needed for), and those shots will be done with stand-ins.
A good rule of thumb is whether the actresses face is in the shot. If it isn't, 99% of the time it's a double.
TL;DR: If you can't see the actresses face it's a double.
