Really, what's so bad about filler tbqh? Especially for a show like OP.
Wouldn't you want more of these potentially fun little side-adventures (that are totally skippable when hardcore marathoning should you so choose) instead of dreadful fucking shit-tier toei pacing episodes that do their absolute damnedest to stretch a literal chapter's worth of content (sometimes even less than that) + recaps over 22 minutes and get away with it just because it's "canon" or "at least it's not filler", that you also cannot skip when marathoning?

The thing is OP doesn't need filler. Oda has done multiple canon cover stories that Toei could have adapted.

People say it's because the series is a long runner, but we've got an hour of DBZ, Hunter x Hunter, Jojo and Naruto.
People say it's pacing or filler, but Shippuden has that to a much greater extreme.
People say it's the yelling, but again, DBZ and Jojo.
People say it's the comedy but what the hell is going on in DBS?
The art style though, is what makes it the odd show out. It's too bright, too colorful, to western. Anime fans hate that shit. And considering its replacement...
