firstly, a slightly pedantic point, but there isnt any such thing as the 'force of gravity', its a fictitious force due to the curvature of space time - so it should be 'the force due to gravity' (think centrifugal force vs centripetal, the former only occurs in the rotating reference frame) . secondly, nothing can exceed the speed of light or else causality will be violated, a generalisation of this is basically that no information (google the definition of information with respect to physics) can be transmitted faster than c. thirdly, gravity is always acting but any change in the distribution of mass would change the force due to gravity, propagated by gravitational waves - which travel at c.

in the pen example the situation is subtly different but the fact remains that if your fingers disappeared instantaneously from holding a pen, it would not start accelerating downwards until a time equal to the distance between the pen and the centre of mass divided by the speed of light. if it started accelerating instantly that would violate general relativity, and causality.

if you want to talk about a static system in equilibrium then it makes no sense to talk about the speed of anything, because that requires a time dimension. if you want to talk about how the system evolves over time, then gravity will act at c. either way, its not correct to say that 'gravity doesnt act at the speed of light'.
