It honestly has to be a joke that people are still pretending to not get the affect they were going for with these movies. The books are written from the point of view of an elf obsessed hobbit, working from stories and memories and songs and poems and just making things up when he doesn't have anything. The actual text is often exaggerated and silly and obviously different than whatever really happened, but that's how the in fiction author is characterized, by his unreliability. It's a fun way to introduce actual literary techniques in a children's book. So when you make that into a movie, how do you get that feeling across? Strange and exaggerated cgi and over the top silly action scenes. It coveys the feeling of the books basically perfectly.
