It's usually part of an officer's career track to spend time working as staff at various HQs to learn the ropes. Not every Naval/Army officer is assigned to the field units full time (who the fuck knows with Air Forces).

IIRC they stated back in the first ep. that they have more ships than captains to command them (pretty much the reverse of IRL militaries). Ed was probably on track to command one before his 'lapse', whereupon they probably had him mishandling admin stuff for a while..

Watched a doco on a US carrier once and the XO there said he spent 75% of his time inspecting work crews, specialists and so forth as they repaired, maintained and upgraded the ship.

To become a Captain to have to have been an XO on at least two ships IIRC.

You not watched the episode yet? Gordon wants to get a cat for the bridge, Alara seconds it - then they have to explain to Isaac what a cat is and whys behind 'companionship'. It ends with Isaac stroking Mollys arm while he sits there thinking it's going to be another amputation prank.

To be fair, the rest of the team hated his bloby guts, so it's not like they wouldn't find someone else to be the Chief.

The real question is Lamar is still on the bridge as the navigator for the final episode of season. What's up with that?
