Laws are written by lobbyists. FCC regulations are decided by bureaucrats. The government is how a corporation becomes monopolistic and the government is how monopolistic corporations don't have to answer to anyone. The government cannot solve that issue; It is the issue.

Title II says the FCC can regulate the internet as a utility. That includes saying the internet is not permitted to connect to a certain interface.
