Watchmen had just come out and people were going whoooooaaa we can justify skintight bodysuits by saying heroines need them to use their powers (as opposed to simply "we like it, and the audience does") and shoving every last 'mature' problem possible in the book with capes, because it just seemed so revolutionary.

"bodysuits" are used it comics because it saves the artist from having to draw clothing. they just draw the silhouette and then color it in.
