This one is quite infamous in Russia. A cartoon about basic tolerance featuring the "blue puppy" as a protagonist was seen by many as gay propaganda because at some point "blue" became slang for "gay" in Russian, and, le shock, the protagonist actually befriends a guy. And the only female character is a literal murder machine that sings a song about how she likes to cut everything.
Nevertheless, the animation style here is stunning, as everything is basically drawn from ink spots and the movements are amazing. Like, seriously, WATCH IT (the guy who uploaded it even included eng subs). I don't think I've seen any other cartoon use this technique again.
Also if this cartoon had any sort of Western cult following, there'd be shit tons of humanized/anthro art of the Black Cat character as he's basically fangirl faggotry material

This 60s cartoon about the dangers of lack of art and culture in society is just as disturbing as it is beautiful. The initial message is actually kinda like The Yellow Submarine, but this one uses a different animation technique entirely, referencing and straight up utilizing actual works of art (the main antagonist, for example, is based off of René Magritte's works).
It was actually banned for nearly 30 years because it was seen as social commentary on the culture of USSR itself (that's why they had to add the little text at the beginning), even though the message is a bit more universal.

Need help remembering a Russian (I think) cartoon. Many years ago I watched Shock Video on HBO, which showcased porn from all over the world. One episode had a Russian animation where this toy dinosaur inflates himself to full size to try to fuck this big titty blonde chick. He uses his tail as a dick and motions for her to suck it. So she titfucks it a bit and starts fellating the tip, then pulls out the cork with her teeth, deflating the dino like a balloon.
I know I didn't dream this, but I can't find it anywhere on the internet.
It's cute, but I always hated how it gets physics wrong several times. It's supposed to be educational or what?

In capitalism animated series have to SELL first and foremost. This heavily dictates not only the thematic (superheroes or something else marketable to kids mostly) and format (for syndication's sake you series MUST be episodic) but also the content (toyetic nature of many series) and ironically censorship from Standards and Practices.
Soviet state directly subsidised main film studios of all soviet republics and made sure to include a budget for animated divisions of these studios.
So cartoon creators didn't have to sell toys or sell at all as products and were relatively free to pick any subject, as long as you didn't criticised the regime, obv. If it has educational or entertainment value -- you can do it. Still, overwhelming majority were still of kiddy nature and/or adaptations of various fairy tales.
However, state budget also allowed for "adult cartoons", as in shorts with adult themes that children would simply not get due to subjects but still can hold some cultural value. These shorts usually were shown late at night on state tv.

That is misleading. Such slang appeared far later than cartoon came out. "Blue" is a "dream" colour there. Ergo Puppy represents dreamy, modest and misunderstood person in general. Authors said it themselves in the interview.

Thus in USSR there were so few action oriented or pure comedy cartoons.
There were many state of art cartoons, but almost no mainstream/just-for-fun.
