The strongest man in the world can be beaten up by a handful of punks who get lucky and so can the smartest man be outsmarted. Saitama cannot, because he has what is essentially a mix of toon force and plot armor behind him.

Yes in that he overcomes all his challenges by being the 'smartest man in the universe' which in the show translates to 'he can do anything and everything the writers need him to do'.

I think this is just going to end in an apples-oranges debate. If your benchmark is just "Rick has challenges he must overcome, Saitama does not", then no... OPM is "superior", but I personally would argue that realistically, they are very similar. Both struggle more with boredom than anything else, both are (almost) always unrivaled, and from a writing perspective, both are ironically more of vector characters in many episodes of their respective shows.

He gave himself up because he didn't want to be responsible for making everyone miserable. Then he took advantage of a stupid gullible bug to escape and become a spy, then he took advantage of circumstance to ambush the Ricks, then he took advantage of the rest of the Rick's complacency to create chaos, then he took advantage of the centralized network of the bugs to Independence Day them. And then he told Morty that he planned everything from the beginning because powertrips get his dick hard. It's the same sort of cascade of plot contrivances that you'll find in any lazily-written high-stakes drama. And if there was any coherent point to it all it wasn't "Rick's so damn smart, look at him go" it's that "bureaucracies are inflexible and easy to exploit."

Saitama is good at heart and his goodness goes (mostly) unnoticed but he keeps being selfless anyway.

Saitama is constantly looking for an actual challenge. He's bored with being invincible, and looking for some actual threat to make him feel something again.

Rick is just very good at running away from mistakes. He almost never gets a full-on "good ending", he just doesn't face consequences for his failures. He's apathetic, but he's not bored.

The central joke of One Punch man is that every protaganist is One Punch man. For whatever their skillsets are conventional protaganists are all One Punch men because their personal skillset is written to solve whatver problem they run into. So yes he is but so is Batman, Macguiver, Etc.
