All I can tell you is that he's from the Legion, if you hadn't already picked up on that.
He plays a small, but decisive role in Final Crisis: Legion of Three Worlds, so I assume he's a creation of Johns and debuted in JSA.
That or the most recent Legion reboot at the time, which is a kettle of fish that requires an expert to explain without years of reading by yourself.
