i think you can trace its influence to the popularity of fish-eye lens shots in hip-hop around the same time period

the fish-eye technique was basically taking a lens meant for wide shots and using it on close ups, giving it a cool distorted look

as it made its way to movies and other media it was refined and adapted to meet other creative and specific ends

i also think that in the late 90s, grunge had sort of morphed into celebrating "ugliness", and so these close-ups helped convey that sentiment too
