Captain America is a Hydra agent now. Marvel Comics claims that Hydra =/= Nazi but the MCU and Agents of Shield says Hydra = Nazi and public opinion agrees. A while back there was a huge public outcry about it and the fucking Holocaust Museum tweeted to tell Marvel it was a bad idea.

Now some time has passed and Captain America, still a Hydra agent and arguably a Nazi, has been deemed worthy of lifting Thor's hammer, which seems like it means the hammer is condoning being a Nazi.

Rather than morality, I thought the hammer's requirement was having the spirit of a warrior, which is why on some occasions, Superman can't lift it due to his no-killing rule.
