I think it's the former because of the equity scenes in TLJ, but if that is the case, why didn't they a incorporate some cool soviet visual aesthetics or something, that would have been better than just being the rebels 2.0, but not capable of any of the same things they were.
What I loved about the previous SW films was the historical parallels, something these films just completely lack. they just rehash old ideas.
It's pretty clear the first order are some type of integral nationalist fascist group, but really, what's the difference between them and the imperial empire? the fact pic related needs to explain the difference is proof enough that these movies can't decide if they want to create a new setting, or just play it safe, and reuse the same ideas in a new way, so they meet in the middle in the worst of ways

The one cool thing about the First Order is that they emphasized their space Neo-Nazi theme by making their logo the logo of the Tempelhofgesellschaft. Probably one of the only examples of visual historical references in the sequels, when the OT was full of stuff like the TIE fighter noise being a Stuka siren or the turrets on the Death Star being modeled after battleship turrets to draw parallels to Pacific Theatre bombing runs.

The New Order Tie Fighter is one of the few nu wars designs that I like. They're no longer the government, but a paramilitary organization, so they take old tech and paint it to look more imposing and edgy.
They missed a good opportunity by not making New Order uniforms obviously cheap and shitty, and giving officers a bunch of meaningless medals and such.
