Vader wasn't as highly ranked in ANH compared to ESB/ROTJ.

After pretty much all the seniors were blown up on the death star, Vader gained a LOT of power and you just don't see people talking to him like that anymore.

In ANH, Vader is just seen as weird freak who is good to deploy militarily.

Honestly the best scenes in rogue one were just the Empire drama/politics between the senior empire staff.
