How come nobody cares where Sheev came from in the OT?

Because that's how the series began and him being the master of everything was all the backstory needed. This guy however is invading a long running series and undid everything the previous heroes did years ago, he can't get away with "i just am" like Sheev did

we didn't know anything previous to his rule in the OT, as far as we knew he had always ruled the galaxy, and afterwards we learned how he smartly and deviously rose to power in the sequels, just to be defeated by Leia and her friends, who somehow managed to be btfo by this random and his boytoy general who can't do shit right yet managed to defeat the galatic government and humiliate it

Because they explained his story with Darth Plagueis, Darth Tyranus, Darth Maul, etc.... that's enough for a background story.

There are ways to fix this. He could have such powerful rage that he can survive his wounds. Or his spirit still rules the First Order. Maybe the body that was murdered was a clone. That would explain why he looks deformed, whereas his true form isn't flawed. Whatever happens to keep him as the main villain could lead to Kylo being punished for his actions. If JJ wants, he could have Kylo lose a hand maybe some line about it being suitable for one with the traitorous blood of a Skywalker. With that established, the rest of the film could delve into who he is and why he came to rule the First Order.

Because it was the OT, there was no need to explain it immediately because he was the original big bad. Snoke needed explanation because he's been added into a long running series, he doesn't deserve the luxury of being able to have no backstory just because when he's supposed to have gained so much power, so him coming out of nowhere and then dying easily to his apprentice in not even in the final film of the trilogy looks so lackluster.

Because the existence of an Empire suggests an Emperor at the top of it and anyone that has to be the boss to Darth Vader probably has to be even worse then him.

Snoke existing outside the context of the Emperor and the Sith raises a lot of questions as to why the First Order even follows him. Like what, did these Imperial LARPers decide that they needed to put an ad out on the Holonet version of Craiglist for "Evil Space Wizards to tell us what to do"?

everyone who compares Snoke coming out of nowhere in the ST and then dying with no explanation, to Sheev's role in the OT, is either a small-souled shitposter or someone who's genuinely retarded.

There were no Star Wars movies or entries in the story before the OT and Sheev. He was there in the beginning as the often mentioned Emperor inherent to the Empire, and meshes well with the fledgling story because he's a fundamental, considered, and original part of it. His entire existence is perfectly well-established. Snoke on the other hand comes out of nowhere as a significant figure in an already deeply established universe in a way that goes against seemingly all common sense and reason, as there was apparently no window for him to appear in the way that he did. He's an OC character they dropped in a multi-decade series with many entries without bothering to even say who or what he was before killing him off. Sheev didn't need a backstory, and he got one anyway, while Snoke needed a backstory and never got one, likely because there's no plausible explanation possible for his existence outside of something Plagueis related as that would mean his existence has already been set up and is relatively justified/logical, but they evidently didn't go that route so it doesn't apply.
Nobody is/was confused by Sheev or his role in the story. Virtually everyone is rightfully confused by Snoke and his role in the story. At the bare minimum, Sheev's initial backstory is "he's the emperor of the empire", and as there were no movies before the OT, you don't NEED to know more than that. Thrawn would be too difficult for the new directors of Star Wars to write. Thrawn's draw is that he is actually competent. Notice that the First Order lost EVERY engagement it ever entered in TLJ. Even when attacking 30 people when the FO was armed with 15 skyscrapper-sized walkers, a massive super cannon, and tens of thousands of troops in space, they somehow lost. Even with a full fleet, they are unable to destroy one rundown cruiser over the course of an hour of screen time.

If Thrawn is the enemy, this will not happen. Thrawn would have killed the Rebellion in the opening scene of the movie.
