I think it's both. His dad Howard Stark is German-American and his mom Maria whatever is Italian, which is why he's named Tony.

His mother's name was Maria Carrera, yeah, while at the time I don't think 616 Maria Stark had a maiden name. It's probably been retconned since then.

Stark was British before the Germans adopted it I think. Still, with Maria being a very common name in Med European Countries, I always pegged him as Italian/Greek and American.
