It never really does. It's an interesting show and depicts crime and the state's response to it on a surprisingly accurate level.
But as a show it's just not quite that engaging, you can tell because they had to resort to strange odd-ball characters or quirks to keep things lively (Omar, Senator Davis, Bunk, etc.)
