Find someone who can make a competent superhero movie, which would be a problem.
Superhero movies, much like horror is a really new ground for Russia. Russians don't really have any experience in making movies like that (or for that matter inventive enough talent who can tell a good superhero story made in Russia, but that's a different story.) and have to copy Hollywood which actually has history with those genres, so it's easier for Americans to make cape movies due to decades worth of material both good and bad to adapt and possibly improve. Because of that lack of experience Russians tend to miss the mark with what made Hollywood flicks work even if they can copy it superficially (y'know, making the bare bones, like superhero cliches, but forgetting stuff that makes capes work like characterizations, humor, etc). It doesn't help that pieces of shit like Sarik Andreasyan (I can't tell if he's a genuinely narcissistic scumbag who thinks he's making good movies or LE EBIN TRULL like Uwe Boll who knows he makes shit and acts like an antagonistic cunt to everyone who criticizes his movies) get their hands on making these kinds of movies. You see, they don't care about creating a product that masses will love. They want to capitalize on MCU craze (and yes before someone brings up DCEU, Snyder and co are at least trying to do something different. Whether they succeed or fail spectacularily is up to you) Andreasyan doesn't want that because the likes of him are parasites with no original idea in their heads. He wants to make the most generic cape movie possible with flat characters (I'm not saying MCU characters, villains in particular, are deep or anything, but Guardians characters are so shallow, Red Skull or even Aldrich Killian would feel like Tony Soprano when you compare them to the main villain of Guardians)

Major Grom was the closest Russia had to a good superhero movie, but it's a) a short film which main appeal is humor and action scenes so you can't fuck up as much as a hour plus long movie that tries to tell a story b) it's still obviously Hollywood-ized (I don't mean that as a bad thing. For instance, first three Bogatyrs movies are obviously influenced by stuff like Shrek but also well-made and has enough Russian "soul" for the lack of a better term to be relatable to Russian people.) and c) that movie is made out of an established franchise much like MCU, lol so if you want to see more characterization, feel free to read Grom's comics to see more of what kind of a character he is, while Guardians just give you sappy backstories that don't click with anyone because they influence nothing and characters are too dull and forgettable for most people to care.
What Russia could make is really great dramas and comedies as USSR cinema proves, but now that well is poisoned by talentless hacks who don't want to put any effort in their works and only want to fill their pockets by making a subpar product.

Nobody remembers Чёpнaя Moлния apparently (which, by the way, was a beat by beat ripoff of Raimi's Spider-Man, so I don't blame people for forgetting that shit. It's the perfect example of what I meant by "missing the mark" and "superficial copying")

As for the movie itself, it was made by a director who's really hated in Russia by making shitty 2016 Ghostbusters-level "comedy movies". He's kinda like Russian Uve Boll.
No one here expected anything from that piece of shit and we got even less than we expected.
Recently, a sort-of-neat short movie based on Russian superhero comics was released, but it doesn't really tell much about cape kino and its future in Russia.
So do yourself a favour and forget that Guardians exist. Pretty much everyone in Russia already did.
