Everything of the last few years was Steve's nightmares after he got shot and left in a coma (as opposed to dying) in Civil War 1.

Kobik didn't de-age Steve, she swapped him for a Cap from another universe where Hydra took over the Nazi party and then won WW2.

Real Steve is in that world and has to get back.

He was doing it to get close and destroy HYDRA from the inside. As clean and forward as he is, they never expected it, and he manages to destroy a good amount of HYDRA but Red Skull escapes, saying that he admires how dirty cap was willing to go to destroy him, how they're not so different blahblahblah. Or alternatively, he's disgusted with cap's subterfuge. Either way, a tiny portion of HYDRA survived so from the fall of one comes two, etcetc.

Just deal with not every hero signalling the right way. Richard Spencer is now one of the strongest Avengers, and as much as it turns the stomach, he's still Steve Rogers and he's still a good person, but his politics and his hopes are for a white ethnostate and Hydra to be part of it. When Ultron or Galactus comes a'knocking, Captain America is the one you want on the team, but maybe don't get into a political discussion if you don't want to punch someone who's not going to feel it.

We can't, and shouldn't. Everything that was done to him over the past few years was horrible writing, but it's even worse writing to just decide that bad writing should just be retconned away.

If Steve comes back as heroic as before, then this will just be one more in a long line of massive, world changing cross-overs where not a single thing changed. And if that's the case, why bother reading them? What needs to happen is Captain America needs to die, and they need to get a half decent writer on Sam to turn him into a new one.
