Not really. He was a jerk who tried to keep sick animals secret from the rest of the city, kidnapping people while he protected his reputation. Protecting the city was only incidential.

He gave Judy the oppurtunity to be in her position at all.
He's a mixed bag because he DOES do good, but all could be twisted to "he was doing it to look good."
He did nothing in the film that was all bad. His worst act was keeping savage animals off the street and a secret from public, which had it's own benefits.

I'd like to think that Bellwether got her the job knowing that rabbits are the most easy to scare mammals or at least get her killed by a savage predator to make people hate them.

Saw it just now. It does, in that the amount of detail, not only in the world and animation, but the characters and their interactions still makes it possible to catch new subtle details. This is like my fifth time seeing it and just now I noticed Clawhasuer holding his back when he tried to chase Mrs. Otterton (could be an old back injury that desked him and helped him out on all that weight), Bogo putting on his glasses to look at Judy because she's so tiny, and "you're dead" during the academy montage coming back when Nick says "we're dead" before Judy flushed them down the toilet.

Hes a cliche. The "bully who is mean to everyone because he's actually in the closet" thing has happened in at least several TV shows. The one I remember most vividly is in Glee with the jock bully. It also helps that hes performing a traditionally feminine task of baking (though many of the best pastry chefs in the world are straight makes). Also, the furry side of it.

Unironically my favorite Disney 3D movie. Lots of wish fulfillment characters sure, but the tightest story that Disney has put out in a long time. Eugene and Rapunzel are the best Disney pairing since the golden age.

He was a great mayor.He knew exactly what would happen if the story got out and did what he could to prevent it whilst taking care of the people that were going savage. The story got out and, when the fact that it was only predators turning came to light, it divided the city which is exactly what he was trying to avoid.

They only quarantined the animals they didn't seem to be any closer to figuring out that is was caused by drugging.
The panic was made worse by how shifty it looked and having a dumb uneducated cop regurgitate a scientist's theory as though it were fact.

He was a pretty standard dude, though his treatment of Bellwether made me wonder how he treated his other employees and how he obtained the position. He seems to be largely motivated by what gets him votes which would make him a stereotypical politician but that doesn't make him a bad guy.

A decent mayor, but probably one of the worst people to work for and doesn't seem adverse to shady ways of handling things like what he did with captured predators.
