4:2:2 has twice the color resolution. Problem is he's wrong that UHD Blu-rays have it. It's in the HEVC spec but not currently in the UHD Blu-ray one. It's still 4:2:0

It's called chroma subsampling, or basically color upscaling. Picture 8 pixels in a 2x4 rectangle. The first number in YCBCR (YPBPR for analog) format is luma, or brightness. Upscaling brightness looks like shit though so all 8 pixels get to keep their data. The 2nd and 3rd numbers represent chroma, or color. The 2nd number represents how many pixels in the first row get color data, while the 3rd number is the bottom row. So for 4:4:4, all pixels get color data. For 4:2:2, the top row gets two pixels, and the bottom row gets two pixels. The blank ones are filled in using various upscaling algorithms. 4:2:0 works the same way, top row gets two pixels, bottom gets none.

4:2:2 doesn't make much of a difference anyway unless you're mastering or for anime which is rarely even mastered for 1080.

The difference for UHD Blu-ray is the wider color gamut.
