The people she killed had murderous intent towards Officer K so lethal force was justified. You may call her ruthless but she only acted out of obedience to Wallace and not from personal vindictiveness or cruelty in that particular instance.

However she did murder Joshi and crush Joi so Luv certainly has a mean streak.

Did you actually watch the movie? He did try, but as shown earlier in his fight with K he doesn't have superhuman strength and could do little more than give himself the ability to stand so he wouldn't fucking drown.
Deckard also got beat up constantly in Blade Runner. It's honestly part of the charm of his character. The entire last scene with Roy is him running away from him while being toyed with the entire time.

He did try to break out, it just didn't mean much because he's a weak human.

Watching Deckard get more worried and frantic as the water got higher while K and Luv savagely fight is what made the scene so tense.
