I don't really know how you'd fix her, cause that would imply you can fix anything in the utter clusterfuck that is the X-Men. Marvel has fucked them into oblivion.
The only idea I can offer is a comparison to a similar character. Saturn Girl is basically proto-Jean, but largely lacking all the bullshit. For one thing, she is always forced to deal with the consequences of her telepathic shenanigans, for which she herself has a strong moral code. Imra's most common conflict, therefore, is the balance of her morals against her sense of pragmatism. So I suppose that could be a good place start with making Jean less of a pain in the ass?
And before you start, this is ain't no company wars shit, merely a friendly suggestion from inside a glass house. Trust me, as a LoSH-fag, I can definitely sympathize with an X-fag's plight.

- Has endless romantic complications with the team's resident brooding angsty guy

She's basically a romance character like a lot of the early Marvel Silver Age heroines.

Well, first off they need to stop using her as a vehicle for trashing Tyclops. They need to seperate the two of them completely. Different books different love interests. Period.

I don't think anyone likes the triangle itself, but there are more Wolverine fans than there are Jean fans or Cyclops fans put together, so they get pandered to with love-triangle plots.
This doesn't explain why Fantastic Four keeps doing the Reed/Sue/Namor triangle, or Avengers keeps doing the Vision/Wanda/Wonderman triangle, because Namor and Wonderman are nowhere near that popular.
Marvel just keeps employing writers who are creatively bankrupt, have a cuckold-fetish, or can't even understand the appeal of characters in a stable, loving, happy marriage.
That's not true, her fans have always been divided between those who want her as Phoenix, and those who don't, and the Jean Threads on Sup Forums seem to have very few anons who want Phoenix.
Anyone who started reading before Claremont, or between X-Factor #1 and before the Morrison run, is likely more used to Jean not being Phoenix.
It's not an issue of "what fans want", it's an issue of "Marvel hiring writers who just keep repeating the same old storylines".

I love Jean, I love Phoenix. I love Phonnix from the 80s, during stories that really had weight and mean someone.
When you use the Phoenix time and time and time again. It's like, "who even cares about the Phoenix anymore. It's gotta come back in 2 years". I lose all interest, they add nothing new. Cyclops and the Phoenix egg was interesting and was well built then they blew their load and wasted it.

Kurt Busiek is the best known of these because he came up with the "Jean wasn't really Phoenix" retcon that brought her back, but there were a bunch of others. X-Factor existed because of original X-Men fans who never accepted the reboot.
