Actually what Frank was trying to do was dredge the canal and get his grain pier project rolling, both of these things to benefit the effectiveness of the port and the jobs of the stevedores. They're not there for the purpose of comfort or luxury, the show tries it's best to convey that Frank cared only for the port's best interests and for the honest workers at the docks.

The stevedore and drug dealer plotlines are both about people struggling to survive in an untenable situation that they can't improve.
Even the police plotlines have the same theme - people trying to live in a world that doesn't need them and has no place for them and there's nothing they can do to change that.

His promotion was used in season 5 to tie together the theme that on both sides the wrong person will always be promoted, and showing things are stuck in a constant cycle with characters taking on the roles of other characters, such as the shot where we see Dookie shooting up. The fact you seem to assume Valchek stayed the same rank throughout the show seems like you either barely remember The Wire or never really payed much attention, given it's such a thematically important moment.
