The writers of The Incredibles clearly saw the future. This was ahead of its time, as it fits 100% with the current refugees situation. He didn't want anyone to be better than anyone else, and giving everyone superpowers is easier than getting rid of all existing superpowers and then eradicating the ability for anyone else to get a genetic mutation that enables new super powers.

Yeah some obvious holes in the "if everyone is special..." philosophy are that people are still "special" as long as they're extraordinary in different ways, or if there's still a power gap. In reality humans would just find a new coin to deal out superiority on. If it wasn't race, religion, physical appearance, etc. in our world it would be something else.

It is, by definition, impossible for everyone to be high IQ. Super is derived from the Latin word for "above." It is impossible for everyone to be above everyone else. When everyone is leavened to a higher state of capability, then they are on equal standing.
