Not really. He's high-functioning, able to juggle several different lives at the same time. Able to understand right from wrong and able to prioritize.

He's not happy, he's not normal, he's probably not even stable, but he's not ill. He's just... intense.

A system's comical ineptitude at preventing clowns from acquiring nuclear warheads doesn't really justify a superpowered alien going out and seeking personal justice because virtually nothing can stop him.

Well, Arkham Asylum, obviously, if you haven't read it yet. If you have, lre-read it but ook for annotations to the art and writing get the whole meaning of the intricate symbolism.
You should also try re-reading TDKR and ASBAR. It may not be so explicit about Bruce's mental health, but definitely explores it on the hush hush (for that extreme Batman interpretation, at least)

He does some insane stalkery shit majority of the time.

He keeps spying on, and continues trying to find ways to kill his own friends more often. Sees nothing wrong with breaking into anyone's house no matter who they are or even if they are an ally of him. And he is constantly terrified that anyone around him will go crazy and start killing everyone.

He is the superhero version of a totally paranoid gun owner freak that assumes everyone in the room is some kind of a spy or shadow government agent.

you would have a point if he was preparing for things that would never happen but since events have proven him right multiple times there is nothing strange in that behavior

I hate how everybody uses the fact that he dresses like a bat as proof of his insanity.

There's a very specific reason for him to do that, and it's integral to the character since its inception.

it also doesn't make sense in universe, it's not like he is the only human going around dressed in a silly costume and yet no one tries to claim that Green Arrow, Blue Beetle, Wildcat, etc. are mentally ill

There's a pretty well documented link between intelligence and mental illnesses, in particular bipolar, depression and anxiety.
