This epilogue was pretty heavy, killing of Thrawn and confirming that Snoke is Plagueis at the same time, Zahn is a master at this.
It's not possible to conclude Thrawn already died by the time of the epilogue, it could be before S3 of Rebels since Eli isn't with Thrawn
in fact, I would conclude that the opposite assumption is more likely.
