Not that I'm saying you're wrong (I've seen maybe 2 episodes of the show) but just listing evil and/or technically impressive deeds doesn't make a villain more interesting.

If that were all it took, any writer could just insert his Villain Sue into a show, kill off the cast, and be declared a literary genius.

oh of course, this is facts.

But manipulation is always interesting to see, at least to me. This guy literally changed the modern world as they characters know it all because he changed one man. That's super interesting to me as it creates what-ifs scenarios, he also can get BTFOd by people but it's the manipulation that makes him a legend and feared.

All of these plus Batman TAS

I see him as more of an anti-hero at times but I root for him regardless.
