All Diamonds (except maybe White Diamond) control whole parts of the Diamond Authority. They each have planets they govern and gems of all types under their command, likely birthed from their given planets. White seems to be special as she has governance over Homeworld itself and seems to have the most planets under her control, but otherwise the Diamonds all rule together, but govern their own planets.
