It's from "Hedgehog in the Fog". The author used to make some wierd animations. Pic related used to scare the shit out of kids back in the 90's

I've met a few people who found Hedgehog to be too creepy and didn't even finish watching it. I can't really understand this, the cartoon is really chill in my opinion

Despite poor pacing, these two used to scare, when I was a kid. This was also the first time I saw the actual gore in a kids cartoon.

It's a pretty standard bad guy/villain song about him hating all the good things and loving the bad things, and how he likes to cause mischief etc.
The main phrase he keeps repeating is:

Dunno on the Moon, The Mystery of the Sukharev Tower (there's a prequel movie called The Sorcerer of Equilibrium and series that has 8 episodes), also the animated remake of the Soviet movie Kin-Dza-Dza is pretty decent.
It's more about the animation and different mindset, than commie propoganda. There were cartoons, made specifically to promote patriotism, but most of those were made somewhere around 50-70s
Anyone know a Russian or Ukrainian animation about a girl who gets blown around her village by a strong wind? I remember seeing it in my animation class but haven't been able to find it since. It's in black and white with a cartoon style.
