He learned the importance of being a symbol. But I don't entirely disagree. The conflict actually steems from Cap's strong morals being pitted against overwhelming odds, moral compromises and gray areas.

Captain America has no arc. He's still got the same "I'm right , you're wrong" attitude he's had since the First Avenger.

His deal is making the world a better place going against all odds, despite his sacrifices.

This is pretty obvious.

Not every story needs it. Some stories work because of protagonist's already existing character and morals.

Nah, there are more ways to deal with storytelling. Tolkien for example hated the idea of people inserting Hero s Journey on everything, he made The Lord of The Rongs with that in mind.

Frodo was the character that would have a Hero Journey

While Aragorn would be different, he follows the "national hero, similar to Beowulf and other mythological characters" view, where the story is about who the hero ALREADY IS, not who he becomes on the journey. Which reflects more Steve too on the movies and the comics.

Civil War made less than Iron Man 3. If anything they're holding him back. They should have called it Iron Man Civil War

Well, you've kind of hit the nail on the head, although in a dickish way. Cap is always part of an ensemble, so the fact that his character remains the same helps support the other characters in the story.

Shitting on Cap for not being interesting enough is like shitting on the bassline of a song for just playing the root note. He's a strong simple foundation that the others can work off of. If you have too many characters going on too many different personal journeys it becomes a muddled mess.

He was wrong not to tell Tony how his father died. A complete betrayal of trust from somebody who is supposed to be so morally superior
