The story is about the H-Dial, a device which turns people into random superheroes. A construction worker found the Dial and became a huge titted blonde woman with electric powers. Unfortunately he dropped the Dial in the river. Over time he lost his electric powers, leaving him alone and hopeless.
Yeah, not to drag Sup Forums over here but Western comics can't hold a candle to manga when it comes to body horror. MAYBE stuff like or Daniel Clowes's "Like a Velvet Glove Cast in Iron", but even those pale in comparison to the crazy, disgusting shit manga does.

She generally tries to do the right thing, but has a very, very shallow understanding of people. The series usually treats her as a neutral party who just indiscriminately gives surgery to anyone who wants or needs it, then karma ends up fucking them over before the end.
Other times she just makes innocent people miserable without meaning to (or caring all that much).

Dial H is actually a gold mine for potential body horror. Sure, most of the time you turn into a Superman type Greek God, but would you dial knowing there's a chance of turning into the Thing? Or Beast? Swamp Thing? Chamber? Maggot? Hell, becoming trapped as Shocking Suzi might be the least of your worries. You may have to be a stripper or a porn star for the rest of your life, but at least you're still human.
The first issue of Big Guy and Rusty unsettles me with people being dissolved into/by dinosaurs.
