Marvel is too ashamed of their comic book origins to do She-Hulk properly. She's too self-aware to work in a setting that takes itself so seriously.

Hulk himself is being relegated to a supporting character. And he's a much bigger more straight forward character than She-Hulk who's tied to him.
So to make She-Hulk they'd have to introduce Bruce's cousin whom was never mentioned but he loves dearly, A reason why he'd give her his blood while being super anal about never giving anyone his blood, have her be a hot bombshell in control rather than a deformed rage monster, then give her a tone that went contrary previous tone of the series.

Here's my idea that answers literally every problem you have
In the wake of Hulk's destruction, Bruce Banner gets slapped with a class-action lawsuit. His name is dragged through the mud and no one is interested in defending him.
Enter Jennifer Walters, Bruce's high-strung doormat lawyer cousin. Bruce refuses her help, saying he doesn't want her life ruined because of him, but in a quick burst of confidence, she convinces him that she can and will win this case.
In the middle of trial preparations (with a quick cameo from Nelson and/or Murdock) the building Bruce and Jennifer are in gets attacked by Carl Creel and Mary MacPherran, a celebrity power couple that somehow got superpowers: think the Jolie-Pitts or Kimye, but also the Macbeths. Also murderous- the couple that slays together, stays together. They end up leaving abruptly mid-fight at the behest of their "leader".

Jennifer is gravely injured, and her doctor, a one-armed man named Connors, floats the idea of getting a bone marrow transplant from Bruce.
Mark Ruffalo shows off his acting chops in a scene where he adamantly refuses, saying he doesn't want Jennifer to be like him, a monster, and that he blamed himself for all the destruction and actually agreed with the media smear campaign (and a hint that it's more than just Bruce and "the green guy" in there). Eventually he goes through with it, for Jennifer's sake. He stays in her hospital room with her overnight.
Bruce is woken by the sound of a hospital bed snapping in half under the weight of an giant green woman. She's breaking all the machines, she's clumsy, she's apologizing for everything - she's Jennifer. See, Bruce's problem isn't radiation, it's dissociative identity disorder. Jennifer has no such problem, so she's herself, but bigger, stronger, greener. We get a shot for the trailer where Bruce stares incredulously off-camera and says "Well, that's just not fair."
Bruce and Hulk help her try to get a handle on her transformation, but not before the Power Couple return with their leader, who turns out to be Sam Sterns from the Edward Norton movie, but with green skin and a grotesquely swollen head. But Hulk and Jennifer, dubbed "She-Hulk", are a match for the Power Couple, and together they win the day and stop Sterns' nefarious plan to...something.

Since Bruce has anger issues stemming from an abused childhood in which he felt too weak to defend himself or his mother from his father, he turns into a giant monster made stronger with anger who basically can't be hurt. Sam Sterns hated himself for only having average intelligence for a scientist in a world of Richards, Starks and Pyms, so he literally had a bigger brain than all of them. Emil Blonsky hated himself for his spy work and considered himself a monster, so he became a monster in form.
Jennifer has zero sense of self-worth, so She-Hulk is stronger, taller, hotter, more confident and more social. She-hulk solo is about her struggle to accept who she is, and the fact that everyone likes She-Hulk better than Jennifer, including Jennifer.

Later, Jennifer is on her computer when Bruce walks into her tiny office and asks to talk. She quickly alt-tabs away from an Internet search for tailors catering to acromegaly, and asks what's up. Bruce reveals that he had never intended to fight any claims against him, but after all the work she has done to help him he can't just throw it all away. In court, they reach an agreement to some kind of exile to Asgard - perhaps there, he will find the peace to control himself. There's a tearful goodbye before Bruce leaves via Bifrost, and Tony/Cap/someone approaches her with a vague hint at a proposal to join the Avengers and take Bruce's place as The Biggest Hitter.

PLANET HULK: Loki doesn't want Hulk in Asgard after getting tossed around in Avengers and setting himself up as Odin, so he sabotages the Bifrost and Bruce takes a hard left, landing on Sakaar. Loki tricks him (and the audience) into thinking this was the Avengers' plan all along, we don't find out the truth til WORLD WAR HULK.

SHE-HULK solo: Jennifer adjusts to life in the public eye, being able to literally go green, and her own self-esteem issues now that everyone (including herself) likes the sexy green version of her better. Big trailer scenes are her striding out of a tailor's shop fully Hulked out in her brand-new business suit, and in her costume dropkicking the camera slam to title. Problem: who does she train with as She-hulk?

The lore is a little too esoteric for the average person, but on the other hand they made GotG work.

The MCU serum "magnifies everything that is inside," though. That combined with the gamma rays could be used as the explanation.

Inside Steve was a strength of will, character and morality, so it made that strength physical as well.
Inside Bruce was anger, a desire to be strong, but also instability and a need to have had a loving childhood. So it made him a big, tough angry kid.
