Are these two basically the same character?

Rhodey was a Lt. Colonel before all this armored hero stuff, so he seemingly didn't take to Sam's reckless disregard for rank. Even if it was specifically towards Ross, who was a pretty big asshole regardless of his position or medals.

Polar opposites actually.

Rhodey considered himself Tony's babysitter until Iron Man, funny enough once Tony iron manned up Rhodey wanted the same kicks and simply stole it from Tony, betraying him and patching it up with a few shrugs. They're very near and dear to each other but it's a rocky relation.

With Sam he connected with Steve on relatively equal ground immediately, he was chosen as a trusted assistant instead of falling into it as a result of earlier errors, he's deathly loyal and has never betrayed Steve's trust.

Sam is also generally jovial, except Bucky but he did get hunted and harmed by him over the course of several very traumatic days, while Rhodey is usually stern and only up for jokes when it reflects well on him or at the expense of others.

It's like saying Steve and Bucky are the same character.

Team ironman would be fucked if Banner was there. He drags Natasha and wants to rape Ross.

Which is exactly why Black Widow says "If he was here do you really think he would be on our side?"

Ross and Zemo would have probably joined Rhodey in rehabilitation if they crossed Hulk.

When they talked about the accords, those two argued the most with each other.

That's because no one watched Hulk. It's the lowest grossing film in the franchise and the only actor to return from it was Ross. Discussing anything that happened in it would just alienate most of the audience.

he was a better Rhodey and a super fan of War machine. If he only imagined the extent of marvel CU success and had accepted the reduction of his contract, perhaps, now he would have a solo film. Or a Tv show.

This isn't Marvel comics where all women are suddenly friends and T'challa caring about blacks in Harlem because of gentrification. Just because they share shallow characteristics like skin color or sex doesn't mean their automatically "bros".

Black user here, it is. We do not have reliable cultural unity and if anything are more likely to create dividing lines due to perceived differences than any other race would. We do spend a disturbing amount of time shooting each other in the streets after all.
