Honestly and most likely? If the cast had not had a majority of black actors, they never would have heard the end of it from various special interest groups and it would have been a huge media frenzy that they they just didn't need. But at the same time they want to be able to hire the actors they want, not be forced to bow to all outside pressure no matter what.
So they get black people to play all the lions - most notably James Earl Jones returning as Mufasa - but then just hire whoever they feel is best for everyone else. No one is going to object because they clearly have black people in the most important roles, and indeed by having black people in the most important roles they ensure that they're likely to be praised.
The point being I suspect you wanted to suggest it's part of some type of convoluted plan to destroy White Culture (in a Lion King movie?), but most likely it's just Disney wanting to avoid a media circus and taking the best possible course of action to do so.
