Ludo wants power, and once he gets that power the Kingdom seems no better or worse than under the King. There's no reason to care.

He's actually one of the best developed character in the show. I'm usually not very keen on redemption stories, since most of them are pretty forced and hinge on crying, but Ludo's journey is certainly winning me over.
I liked how at the end of the movie instead of joining the heroes all of a sudden, he goes into self-imposed exile to collect his thoughts. I like it when character development actually takes it time.

He was not comic relief, though. He was the main villain for the first season. Then he got supplanted through his own failings and went murder hobo for all of season two, building an army of rats. Only to find himself again in machinations far, far beyond his understanding. Of course we have seen elements of this before, but playing a villain quite like that is not a common thing. He is truly the tragic protagonist of his own story of treachery, madness and greed. He gets his own episodes, just him against the wilderness. Taming wild beasts, recruiting his minions, fighting for his revenge on the world that hates him so.

While it's true he was the main antagonist of S1, you can't really deny that he was also mainly a comic relief character in that season.
