I think Daimon Hellstrom is pretty obscure, so lets define "obscure" as having fewer than 271 appearances
and, uhh, they can't have premiered in the last 3 years

He also had a really good comic in the Golden Age, too. DC owns a lot of characters from other companies they never use.

A lot of those 70s horror heroes are good fun.

I'm going with Hourman, he doesn't get used much outside of JSA stuff anymore, but the mythology that gets setup around the character is great, my favorite bit was when the second Hourman had an hour he could travel to be with his dad right before his dad dies in Zero Hour.

But what I really find endearing is the plotline when Rex doesn't know how to save his son, so he shirks his responsibilities and goes on a crime fighting bender. The way he fights feels so unique and brawlery, I love it.

That wish-wand is just too broken to let her fade away.

Kris Anka did a new design for her for the new series. This is her a few years older now. Somewhere like 18 to 21.

Depends on how you define obscure. The GA audience doesn't know shit about her. She's a C-Lister. Sure, she's no Forbush-Man or Machine-Man, but she's no Kitty Pryde.

I don't really think she's obscure since Legacy but fits your criteria.

Wendell is pretty cool.

Definitely one of my favorite characters, but I still have a few issues from his 90s run so I was already a long time fan.

I'm gonna go with Death's Head II. Prominent for a few years during the MarvelUK boom but has since maybe seen once or twice? Love the character, have most of his appearances along with most of the older Death's Head issues. Went with II because the original has made a few appearances recently. Hope he gets more issues again soon.
