Making Skaar Hulk's legacy does nothing for Marvel's diversity quota.

The next arc of Amadeus' book is him going to Sakaar in response to a distress call. You do the math.

Because Skaar is an anti-hero. It would basically be Superior Hulk if he became the Hulk, which isn't a legacy, it's a short-term gimmick.

Meanwhile, Cho has grown with Bruce over many, many years and they've learned from each other. His arc has been very similar to Wally West's, actually, especially in Totally Awesome Hulk which is just like the early days of Wally becoming Flash.

Skaar was created by the same man who created Cho AND who is currently still writing Hulk.

Hulk has always been growing as a character in his own books, it's only in crossovers that writers ignore all of that. And when written by Loeb, of course.
