What would the DC and Marvel Universes be like with much authorial contrivances?

Like plot armor (what stops the Joker from being long dead).

Assume they'd otherwise be the same (with superpowers working how they do now). Would they be better off, or worse off?

street level heroes wouldn't exist for the same reason the Joker would be gone, too easy for just fucking Brainiac or Darkseid or whoever to snipe them by accident

Every street level hero would be dead or wouldn't last long before retirement, villains like Doomsday or Darkseid would likely be able to accomplish whatever their goal is, heroes like Superman would cause far more damage than good, imagine MoS X10 every time he goes toe to toe with anyone similar in strength

Would the Muties be gassed to dead or no?

Super people would be in charge, democracy would be a memory. Super people solve all their conflicts and make 90% of decisions with their fists and eyebeams and shit, as a result, everything would be trashed and fucked up. The few actual heroes would be struggling to reverse time and restore plot armor to their world.
So, Age of Apocalypse basically.

Nah, way too many powerful mutants would have been treated like shit forever, Chuck would either have died a lot earlier or never had the same degree of success his comic counterpart does and there'd be far fewer mutants willing to courageously lay their lives on the line for people who hate and fear them.

In a "realistic" Marvel Universe, there wouldn't be the ridiculous level of hostility we have in the comics without also applying it to other superpowered men and women like the Inhumans. In that scenario, it wouldn't be Mutants VS the World as opposed to Humanity VS Ghe Superman.

Even the Ultimateverse had Mutant schools under government backing.

You're assuming governments around the world won't scramble to bribe or drag whatever mutants they can into service (or at least get to not go on a conquest spree), especially if they're Elixir or Emma Frost types (have useful powers without being too repulsive looking). You're assuming Mutants won't have any loyalties to their non-Mutant communities, ethnicities, nationalities.

I'm not saying flat out genocide, I'm assuming that people will act like people, chaotically.
A rage episode lands regular human A. into jail for assault/murder/etc because someone called him a faggot/nigger/etc one too many times, a rage episode from average mutant B. counts him as a war criminal and city blocks are leveled because he got called mutie/gene joke/etc for the thousandth time that day.

Mutants having so much hostility towards them that other supermen don't get on the same level is certainly an authorial contrivance. Attempts to address it are handwaves. Mutants have long been used as a stand-in for victim groups like Jews, homosexuals, etc. unlike other supermen, so this is not a surprise.

You're ignoring all the non-Mutant Earthlings who have the means to challenge Mutants. You also seem to be taking the most over outrageous showings of Mutants as the default despite differences in portrayal (Mutants go from being a birdman to bitchslapping Gactus) while not letting non-Mutants have the same courtesy.

And besides, if we're throwing out whatever comics then I point out that:

A. Mutants have been around since Ancient Egypt at the earliest without totally ruling or killing the normies.

B. Possible futures show Mutants not ruling.
