What is his day job in Rebirth? He has gone through thousands of day jobs. He needs a fixed career. Out of his past jobs, I think a pd or circus owner have enough potential. A pd with a Noir backtone and Detective stories, Nightwing is a vigilante outlawed by the police. It would nicely contrast Batman since Batman is fighting Kaijus and giant robots now. Otherwise, make him an owner of a traveling circus. Gives him a nice supporting cast and different locations and genres to waddle through. Give him a retarded hobby too.

Anyways, Dick is a lot like characters like Deadpool, who are B-list characters who are promoted as A-list ones because they're fan favourites, the difference is that Dick goes through long phases where that isn't true. Currently, Dick has a halfway decent, but still fun, twice monthly book, his own Elseworlds-style mini-series starting, a seemingly major role in the new Young Justice season, the live-action Titans show incoming, and a Nightwing movie in planning. And that's on top of his various and random appearances in all the animated DTVs like Batman and Harley Quinn and shows like Teen Titans Go! (it helps that the original Teen Titans is on the air again in HD now, too). He needs a bit more of a push in-universe (bumped up to the JL or JLA books) and he'd be getting almost as much exposure as Batman or Superman.
