Probably the latter. And for plot reasons. Elim and Isher keep pointing out that Kass has always been helping everyone and that he needs to accept help himself due to the circumstances. But he's going to open some clams for Lopin, helping him. Because at this point, doing whatever he can to help people even in his diminished state is something that he can hold onto, something that makes him Kass, and can't be changed.

Nah, it's pretty evident that intelligence in yinglets isn't determined by their genes, otherwise there'd be more smart ones already (you know Vizlet must have birthed some of the others in the enclave).
It comes down to actually educating the younglets.
See, Ran teaching a bunch of younglets, that's the kind of thing I can see happening, and also something that would be a huge point of contention between Kass and those yinglet high council whoevers that sent that spy guy to nark on Vizlet for wanting to make her flock less stupid.
