She's a mutant naturally warped by whatever freaky theme her mutant powers take on, as well as the unnatural manipulations of The Right as they tried to weaponized her by turning her into a weird egg-shaped cyborg.
It's the Weapon X / Apocalypse / Genoshan state concept all over again.
But given that she often needs sci-fi machinery to de-age her victims before she uses her mind-control on them, as with Storm, I'm guessing she can only mind-control children.
That sounds like a themed mutant power if ever there was one.
But creepy supervillain kidnappers like Mr. Sinister are always evil. That's the rule.
