Radioactive iodine is a byproduct of Nuclear fission, and it has fairly short half life, so it doesn't just appear without reason. This has potential for happening.

Possible happening. If two countries are detecting it, it may very well be another reactor meltdown. Keep in mind the USSR kept completely silent about Chernobyl until the iodine readings in the atmosphere confirmed that something awful had happened.
