Maybe the carpet wasn't part of the cave and was just the companion of a previous adventurer who had wandered into the cave and lost his life.

I think the tiger was rational enough not to count that. I mean the place was littered with treasure. It would have been insanely easy to step on a random coin without intending on taking it.

Also tiger probably respects carpet as a person and lets it do what it wants without counting it as treasure.

With a carpet I'd argue it's a contextual thing. If you step on it without thinking about it it's functioning as part of the floor, not as a treasure. If Aladdin took his time and admired its craftsmanship or whatever that might be a different story.
