Depends on who's using it. I personally think that even though it was a gateway for people wanting to be lazy, it has lead to some good things.

Absolutely. It created a golden age of amateur animation and game development. There's plenty of lazy garbage in Flash, but that's the fault of artists, not Flash.

Didn't help that Flash wasn't actually intended for TV animation despite people thinking it was a good idea. But as said, it's now Animate and is now more focused on animation than the original version.

But the tool determines level of skill requied by the user and number of ways to cut conners when using it.

So with Flash literary anybody with computer can make cartoons by drawing keyframes and tweening.

I think people just look at some of the cringe and use it to define the entire thing but flash legitimately carved out a corner of the internet and probably helped usher in the first era of internet content creators that would eventually lead to other platforms becoming more popular.

It really wasn't. It was obtrusive and far from optimized for animators. You were expected to know how to code to make it work proper, audio could not be added as separate layer but had to be hardcoded into it and you had to give it commands on if you wanted to play audio and video at the same time and give prompts on when it would stop.
It was good for web usage which ultimately led it to be greatly influential for the early internet generation. Then we had countries like France that basically made Flash their bitch as seen and It was still garbage and i never recommended it to anyone.

What I mean is that there's not many people who can use that skill effectively.

Hell, even I have issues trying to use the program.
