Who am I supposed to kiss? There are no girls on Sup Forums.

They had a brief thing in the episode Deception(S3E1), which was made explicit(as in directly shown, not pornographic), but was not the main focus of the episode. Cyborg infiltrates the H.I V.E. Academy under the villainous alias Stone. He proceeds to become the top pupil and becomes quite popular, which in episode is juxtaposed next to the fact that Cyborg missed out on most of high school due to the accident which left him as he is, and in general feels deep resentment at having a large part of his humanity taken from him. As a result Cyborg is shown to actually be enjoying the Academy a lot. As part of this, Jinx, who is sort of the boss bitch of the Academy students, develops a pretty cute crush on Cy, which which he reciprocates. They make googly eyes, he carries her books, they go to a dance together. It's cute and perfect.
At the end, when Cyborg plays H.I.V.E. Headmaster Brother Blood in a double fake-out and triumphantly pulls out a win for the Titans, Jinx comes up to him with a blank face and says, "You could have been one of us."
Cyborg responds, "I could have been a lotta things."
It was pure kino. Then Kid Fag came along later in the series and, I dunno, roofied Jinx or something. It was gay. TTG is patrician for keeping CyJinx alive.

Cyborg's interpersonal behavior as Stone was not measurably different from his natural personality. After Cyborg's identity is revealed to Jinx and the other students in the final battle, it at first appears as though Brother Blood (who had already deduced Cyborg's identity and had confronted/tempted him) has truly won over Cyborg. When Jinx and crew see this, they are visibly happy. They show no sign of being put off by Cy's duplicity. Hell, they're bad guys, I imagine they'd all think it was cool how good he was at infiltration. Probably made Jinx super wet. Her disappointment and line at the end support this interpretation. She's not mad he's actually Cyborg, she's just sad he didn't choose them(her).

All valid points, certainly, but none of that takes away that the two had chemistry. TTG keeps that alive, and because the show is such a parody, the villain-hero divide is far less relevant. A serious continuation of CyJinx in the 03TT would likely have been a classic "Star-crossed Lovers" affair. A hero and a villain who are crazy about one another but can't be together. It's tragic. It's naughty. It's fun. It's hot. We get to see the sweet side of the bad girl and the wild side of the good guy.

I am part-Sup Forumslack, however, so I'll add my thoughts on that.
TTG def does portay various Progressive (or Cultural Marxist) memes which are currently nigh-ubiquitous in modern media. That said, I find them far less repugnant in TTG than most shows because you can tell TTG is largely tongue in cheek and, as much as "MUH 03" shits would deny it, TTG's main focus is the same as the original show: the characters.
It goes deeper than feminism too. Robin isn't just the beta who's innability to get the girl is played as a source of humor. He's also the white guy who bursts into tears if he eats anything spicier than an unsalted chip. However, Scott Menville and the other Titan VAs really sell everything in this show. Yes, Robin is a spazzy white boi, but not all spazzy white bois are Robin, and Robin's spazziness is uniquely his. The humor comes more from the character and less from the meme.
Furthermore, the show is actually quite self aware. As awkward as Robin is, he's also consistently portrayed as the only character who has any idea about anything beyond the most vapid shit. The show has often gone out of its way to show how lost the rest of the team is without him (though admittedly there are exceptions, such as the Girls' Night Out 1-4 and Operation: Dude Rescue.)
Cyborg and Beast Boy are constantly portrayed as loveable but retarded, and this is directly addressed in many episodes. It's a subtle redpill, popularity doesn't equal ability, but being a whiny bitch can make your ability unpalatable.
As for the more obvious "Girl Power" episodes, they do exist, but I often don't have a problem with them personally. Much for the same reason why Titanfus are still massively popular all these years later, TTG makes their Girl Power episodes actually good: by making Raven/Star/etc. characters first and girls second.

We're not just TOLD they're cool, a la Cap. Marvel or America Chavez. We're SHOWN them doing cool things. Their behaviors often line up with Prog memes, yes, but they come from a place that the characters naturally reach, and as a result they produce an organic end instead of a static/prescribed one, that is, the show gives context(however silly it may be) to what is happening, and doesn't just push a static narrative. Therefore it loses a large amount of propagandic bite AND subtly introduces kids to the idea of actions naturally resulting from context instead of being dictated by authority.
Combine all of this with the fact that the TTG creative team are out and out trolls, who revel in making people outside their target audience overreact by grazing a primed topic, and I often find TTG to be surprisingly astute.
A frequent theme in the series is financial responsibility. This is one of the only themes that the characters all show some amount of collective respect. There's an entire episode that's moral is: higher education is a scam and you should learn to make proper investments instead. Two recent episodes went into sharing economies, automation taking over the workplace, and the nature of industry.
Granted, all of those topics were presented within the format of a teenage superhero parody aimed at kids, but still.
All in all, it's one of the few shows I actively support my niece and nephew watching, and not just because I'm admittedly a fan of the old show. We sing the Waffles song to annoy their mom/my sister, and then I talk about why college is a scam and why Star and Raven are cooler than other girl characters cuz the actually do stuff instead of just talk smack and rely on people backing them up with shallow posturing.
So, yeah, it's ostensibly what you say it is, but there's more under the surface if you're autistic enough to look.
