We could have assumed that was a lie based on him saying something similar to Henrietta, but when you bring it up like that maybe he really was telling the truth to Beatrice that one time. I wonder if she thought about that when she was carrying Hollyhock away.

I think the idea is he has an Oedipus Complex that attracts him to women that resemble his mother in some way.

Bojack's smile at the end is so meaningful. He thinks that Hollyhock is going to cut him out of her life, as she has every right to do. He's not her dad and she was hospitalized while in his care. But instead she mentions that she's never had a brother, showing that she doesn't want to end their relationship - she wants it reinforced. Bojack realizes that even though he screwed up along the way, after 4 seasons and 50 in-universe years, he's finally done something good with his life, by himself, on purpose, and he's no longer alone.

I agree that Bojack's character development this season wasn't significant and was kind of a let down considering the finale of season 3, but I don't think Hollyhock is specifically to blame for that, I think the show has just gone on too long. Mr. Peanutbutter and Diane are where they've always been, a vaguely unhappy marriage Diane isn't sure if she wants, the circumstances just got wackier. Todd didn't really do much that wasn't comedic and he didn't change much other than reaffirming what we were told last season; he is asexual-though to be fair I can't remember him doing much narrative significant since his play.

The only characters who really had any development are Princess Caroline and Beatrice, the former only getting sadder until she hits her low point with no resolution and the latter was a very minor character until this season. Season 4 was mostly comedic hi-jinks, Princess Caroline (which I thought was pretty good, but again she's really the only one who develops) and restating what we already know about the characters. I'm afraid the show as a whole is starting to go downhill, and it's not just one character's fault, it's just that you can only drag these character arcs on for so long. I still think it's a good show, to clarify, just not as good and I'm worried about where it will go next.
