As a kid, it never sat well with me that the show implied XJ9 would most definitely be shut down and replaced with XJ10 at some point in the future, regardless of all that she accomplished and all of the friends she made.

Technically no since XJ9 was the perfect end result.
XJ10 Was only planned by Nora when everyone thought Jenny went rogue. But was scrapped when they found out Jenny was fine.
Same cant be said for XJ1-8, they were most definitely shutdown and thrown in the basement since XJ9 was the end result.
