I think the onus for ACTUALLY helping them should have fallen on the asylum.

But more to your point, yeah, he should have just lobbied to privatize the asylum, invest in more effective treatment measures (starting with making it less of a prison and more of a legitimate treatment center), and getting rid of the lunatic doctors making the patients worse (see: hugo).

I mean, I know in at least some comics it's been shown some of the patients actually did get rehabilitated, like the Ventriloquist. A few of the patients have more or less friendly relationships, so having social workers encourage those to be used in a positive way would be good too.

Most importantly, once they leave Arkham they should almost certainly be sent to someplace OUTSIDE of Gotham, because that place is fucking toxic and everyone who's released back into it just gets sucked back in by the existing criminal element.

I always wanted a cartoon or comic series of Bruce realizing that he can do much more helping Gotham as himself then Batman and having to slowly accept to hang the hood and pass on the role of Batman to Dick Grayson.

It could start out as a traditional Batman story of him beating up bad guys and doing some mild detective work but as he goes on start to realize he could expand his influence if he tried. Instead of just throwing the criminals at Arkham he resorts to finding his own means of reforming villains. Like he decides to hire Mr. Freeze to be his tech expert in return of funding his health research to save his wife. Make Batman have his own Suicide Squad of sorts.

The main villain and nemesis would be Penguin and how the Penguin uses political corruption to create Gotham the criminal pit that it is. Have a reveal that the reason Arkham has a revolving door relationship with villains is because he's been bribing, manipulating, paying for defense attorneys or sometimes just downright assassinating the right people to let criminals out as a way to distract Batman. Maybe have a twist that all those charities Bruce funds are corrupt themselves and spend less then a quarter of what Bruce actually wanted. Bruce then later has to realize that to stop the Penguin he can't just beat or scare the crime out of people and has to do his own brand of behind the scenes politics.

Two-Face, Harley Quinn, the Riddler, Mad Matter, a couple versions of pre-Annie murdering Clayface and most takes on Mr. Freeze are clearly in need of help geared towards the mentally ill. Bane, depending on version also needs some level of help (and let's be honest, putting him BACK in prison won't help shit there.)

Black Mask, Penguin, Firefly, et. all? They're professional criminals and belong in jail. Treat them the same way you'd treat mafia leaders in real life.

But then you get to the Joker. Unless you're watching Scooby Doo meets Batman or it's Cesar Romero's Joker, you're talking about a fucking inhuman monster who can't be saved. Batman's doing the morally right thing by kicking the shit out of and apprehending that fucking guy every time he starts trying to poison water supplies or figure out a new way to murder people with clown balloons.

It's the failings of the serialized story and the justice system that hasn't put the Joker out of our misery.

There are several Wayne charities that are geared and spending towards rehabilitation and improving the way of life for Gotham's criminal element. Simply put, while Bruce spends "hundreds of millions" on his covert gadgetry he spends an even larger amount on his overt establishments as Bruce Wayne. It's just that because comic books that no one in the story ever gets to have a happily ever after.

And its because of this crappy practice that we end up with how things are this day and age. There was nothing wrong with Arthur being shipped off to Avalon. Nothing bad about Jesus going off to heaven after coming back to life. All things end, and Comic books just need to stop holding up these horrible unending husks of what once were capital ideas.

user actually is informed cause that detail appeared in the comic Mad Love 25 years ago but it wasn't part of her preN52 background by Dini (Sirens and oneshot in 1999) or part of N52 and Rebirth. It just appeared again in HQ by Palmiotti during N52 (non canon) and changed in Rebirth anyway.
