By giving everyone a flat rate instead of offering a bunch that welfare queens can gather up and live a luxurious life off of, they'll be forced to get their money elsewhere. If it was implemented in its' pure unadulterated form, a "mincome" / B.I.G (Basic Income Guarantee) scheme would work in replacing the inefficiencies of the current social-welfare programs that are in place.
However, this will not be the case, as kick-starting this program 100% would cause massive disruptions in the currently established protocols for doing things between the public and the civil servants that are currently trained in their roles.
